The Lieutenant of No Name and the Paperwork Poobah

The newly appointed Lieutenant of the Restoration Corps strolls briskly through the hallway like paths which cut through the entirety of the Seireitei. The intensity of the light radiating from the sun on this particular day and the flat bright color of the stones, which were a majority of white, and the shining shingles of the roof, proved to be a visually difficult combination. The intensity of the light seems to smear the colors or lasp over the pathway the shinigami walked whenever he would allow his thoughts to wonder during the agonizingly long walk. The veil which he always wore did not make bearing the heat any easier either.

           

The Lieutenant finds that he has his hand raised to his forehead to allow him to see easier through the near blinding smear of colors through the light saturation, every now and then coming across a raised wooden sign that would either confirm he was on the right path or other times point him back to what the right path was. He wore his Lieutenants badge prominently strapped to his left bicep facing outward to display the thick black symbol on its bronze surface. This was indeed an important position to Yuroshima and one he did not want to take lightly. He felt that he was finally in the beginning of his journey to attain influence and safeguard the values which were important to him as a man and Shinigami. He grips the rolled paper in his hand a little tighter, looking down at the forms which held an odd yellow hue in the light of the blazing sun, “The last thing standing in the way.” He thinks, “the last pillar to topple to bring down the house of my forced inactivity.. forced by economic handicap, forced by circumstance.” He glances to the tanish sheen gleaming off his shoulder from the copper colored badge, “But status, is an equalizer to those who can take it by whatever means they may take it by. Good fortune had indeed placed this position in my hands at the end of the day.” The Lieutenant he had fought was indeed a greater challenge than he had thought but remembering that felt almost like a dream, even walking into the office itself.. “Perhaps going directly into a combat test after days on end of meditation and no sustenance before checking my mental or physical heakth was all that wise a decision.” He thinks with amusement at himself.

But it didn’t matter, he now held rank that mattered and felt he had a voice in the thirteen court guard squads for the first time. “A voice.” He repeats in a whisper, his mouth dry from the sun which was now cooking him through his black and white uniform. This idea of the slight influence he could now amass brings him into questioning of the philosophy behind his anonymity, would voice require face to go along with it..? Does the persona one allows others to see aid in them surrendering their trust to you? His thoughts are cut short by the realization that he is coming up to a dead end in the form of a blank white block wall. The Lieutenant lets out a deep and ragged sigh before reaching into the black fanny pack like bag he had gotten last night from the medical bay and from it pulls a shining tin thermos. He unscrews the lid and begins to drink the temperature protected cool water within. Turning on his heel he continues his journey.

 

 

The sun does not let up as the long walk across the Seireitei grounds continues, the former seated officer coming to multiple dead ends finding the strange specific angles of the directional signs to be confusing and at times, misleading even. After a while of being lost in the currently arid maze like system of alleyway, paths, main roads, entire unmarked sections and a whole ploy of other tactics designed by fate to halt the shinigami in his quest for higher rank, he was sure of it. His veil grew hotter and hotter as the sun boiled down on it. He had been walking like a fool for an hour now, he began sipping from his canister, an action that was becoming more frequent before one sip became the last. He had only lived here for a very short time now and had spent most of it in his room for no particular reason.

Finally he sees the large office building for the head of Administration. Yuroshima runs towards the building hoping they would have water and AC. However upon approaching the building, he reads sign stating that the staff were out currently. The Restoration specialist pulls a watch out from the fanny pack. “1pm” He mutters. He had never been told the businesses hours. “Damn he mutters as he stands against the wall beside the large double doors. But the brutal heat takes its toll and standing becomes crouching , and finally sitting. “Conditioned air..” He whispers out...

An hour passes, The Lieutenant is still sitting on the ground with his back against the wall of the building, stacks of steam rising off his body with a sizzling sound, his hand becomes weak and.... he loses his grip on his paperwork! It begins falling to the ground, on its way to be soiled by the earth!

What is a diary as a rule? A document useful to the person who keeps it. Dull to the contemporary who reads it and invaluable to the student, centuries afterwards, who treasures it.” Moments just after noon, in which the sun was at the peak of the sky and the truly the peak of the heat, Oriru Ryūka Kushō took the time to remind everyone that they were welcome to leave for lunch and were expected to enjoy the extended two hours to really enjoy it. The heat had not been gentle to many of them on the way to and from work, but more importantly they had been working harder since he took over this portion of the department. This was his gift to them, and extended lunch, along with a few other benefits for those that showed the most amount of effort. 

"The Director, my reporting Manager, as well as the Captain of the First Division have taken notice to the work that we have accomplished and I could not have been able to achieve this level of success within the Administration Department if it weren't for the time you all put in day in and day out." He smiled as he spoke to his team on the main floor, "But let's not allow a moment of praise bring use into a realm of complacency, because we should strive to have the praise become the standard for how people acknowledge our efforts." Oriru was not a combat specialist, and the fact most people recognized was that he was not very strong either. People speak, mainly in the office, about the time that he beat Arashi in a battle in the Eleventh Division. Eventually Arashi returned to the administration department with the same position that Oriru once had, and neither wanted to speak of the time to save the ego of Arashi as well as spare him the unnecessary explanations of how his Zanpakuto actually works. 

Despite the condition of how he was and how people saw him, there was never a moment where Oriru would turn away from his duties when it comes to proper processing of paperwork and the streamlined process that he had achieved. There was a strong and aggressive nature to the way that he did things, and the greatest of them all would be the fact that he would stare the acting Captain Commander, Mikoto Shuu, in the eye and force him to sign a document that required his signature. Of course there would be a push, and the obvious attempt to get away from Oriru but he would hunt a person down more aggressively than the Onmitsukido would at times because that is the value that he had placed on his career and the duties that are tied to it. 

None of that would be too relevant as he sat in his office, once more with a new set of reports that needed to be reviewed and his own personal collection of books that he gathered and included into his work collection for him to read during his free moments. Today, like many others before, Oriru would be in his office working on the extent of his reading and working through his lunch break pulling no focus from his studies. This would be the reason that he was completely unaware that a single individual had sat outside of the front door of the administration department. One of the two receptionists, something that was implemented by Oriru to streamline the front desk duties and related functions, took note of the man after he entered the building from the Employee Entrance. 

The original reception that met Oriru sent the new male Lobby Ambassador go and unlock the door. Once he did so, he opened it pulling the sign stating that the Staff were currently unavailable from the doorway before returning to the main lobby desk. Upon entering, one would see the lobby desk directly to the right of the door reaching to about a third of the length of the room before the rest of the room included a waiting space. It was designed less like a hospital waiting room, but with comfortable chairs scattered throughout the front of house. Each group of chairs had a table in the middle of it so that one could enjoy the relaxation while waiting with a coffee and tea station in the corner of the room. Upon approaching the front desk, the male Lobby Ambassador will typically pull out a form for an appointment, but the day was later in the week which means all visitors are just walk-ins.

The Lobby Ambassador would instead provide the walk in form:

This form would be a small quick sheet, not even using a full size paper, because the intention is to get basic details for security purposes and then determine the best way to provide specific assistance. "After you fill out the sheet, please return the form-" He paused for a moment, "and the clipboard-" as he motioned towards the clipboard that the form was one. "Then after all of that, I will contact your Requested OA or advise the staff that there is an individual requiring assistance." He gave a smile to the new indivdual, "If you have any questions, comments, or concerns please do not be afraid to speak to the help desk."

            The Lieutenant still rests outside the building baking inside his uniform as if it were a slow cooker before the 82nd seat of the 1st division walks by and see the man half slumped over. Alarmed, the low seated officer runs to his veiled ally and notices his shining new Lieutenants badge. “Oh my goodness!” He exclaims. “Sir?” He reaches a hand out and nudges the alarmingly hot surface of the black shukakusho which the soul distress was wearing. “Lieutenant?” He attempts to verbally resuscitate the superior ranked Shinigami again whom in response opens his gray eyes with an almost fear like jolt. Before he speaks he glances upwards and to his right to the sign had been removed. “Are they open?” He asked meekly, to which the 82nd seat nodded. Yuroshima stands and nods to the man before stepping through the double doors.

            For a man like the new Restoration Corps Lieutenant, the scene he had stepped into was a paradise. It smelled of paper and clean wood and fabric inside. “Conditioned air…” Yuroshima coos as the cool air washes over him. He approaches the front counter and a man who seems to be a clerk of some kind greets him. “Good afternoon sir.” The clerk states, the heat sick soul reaper before him unintentionally cutting him off. “I have to bring this here and get it approved officially.” He states showing the roll of papers, “And I think I might dehydrate to death…” The man’s eye brows raise, “Sir.” He states kindly but firmly, “You need to fill out this quick-sheet to let us know why you’re here.” The man’s calculated eyes drift to the corner where it seems a refreshment station was waiting, “We have water, coffee and tea over there.” He finishes, handing Yuroshima a small questionnaire to help better assess his needs.

            The gray eyed Shinigami stumbles to the refreshment station and sees a clear kettle like pot which contained water. “Oh Sir no Th-“ The clerk tries to call to him before the delirious and heat exhausted customer begins to gulp down the water before almost instantly ripping it away from himself, “YAhhhhhhhhh!” He shouts as the scalding hot liquid burns his mouth and throat. He slams the kettle down and rests on his knees , sobbing gently into his hands for just a few seconds. “That’s for the tea… are you.. alright sir?” The man at the desk calls to him. Yuroshima doesn’t answer, primarily because his tongue was in pain, before standing up and seeing the cool water machine with a stack of little paper cups beside it. Gently, he takes a tiny paper cup and fills it with the cool water. He places the rim of the cup and takes a sip. The coldness for the liquid makes the burned area feel cold In a strange way. The freshly appointed Lieutenant turns to the clerk, “Im ok.” He states, a bit of pain experienced in talking now.

            Yuroshima strolls to a chair and begins filling out the quick-sheet, instantly he is conflicted at the first question stating “Name.” Of course he would have to right his name for official records but confidentiality on his identity was important to him indeed. “After you fill out the sheet please return the form..” The clerk calls out to him pausing a moment, “And the clipboard too.., and I’ll go contact your intended OA.” The Veiled Shinigami nods and looks at the form again, filling it out accordingly.

He finishes his water, and even goes back to the machine to get more, reusing the same cup as to not be wasteful and reapproaches the counter, handing the form and clipboard to the man whom reads it over, smiling towards the end before looking up and noticing the badge for the first time, “Oh wow congratulations sir,” To this Yuro smiles behind hi veil and nods to the man, “Thank you.” He replies. “Alright, just have a seat and someone should be with you shortly.” The man finishes before walking to the back leaving the soon to be former seated officer to rest in the waiting room.

The male Lobby Ambassador took his leave of the main waiting room into the back office area of the lobby side, preventing other people from taking an easy walking path to the lobby. The back space was a collection of Desks and offices where people were working, or at least attempting to get back into their work after enjoying their nice lunch break on a relatively slow day for them. Once he got to the back room, he placed the paperwork for the new walk onto the empty basket putting him as the next person on the dock for a walk in. With that, the man departed back to the lobby to work the desk with his female companion.

This form would be acquired by one of he front desk workers, meaning that they deal with most of the walk ins since most of the time the solution is quite simple requiring a few signatures and filing fees then the day would be complete. So when the newly hired individual grab the form and saw the application request there was a moment of panic that transitioned to a hint of panic when he saw who the Requested Office Administrator was. "Uh, Zari?" He spoke up as he waved the paper a little bit towards a woman a few desks down the row. She motioned him over since she was focused on her device in order to complete her presentation for the meeting coming up soon. "What do I do with this form?" He placed the paper on her desk, which caused the person next to her to stop his work and lean over to watch the scene.

"Do you not see that I am busy doing something?" It was clear that she was a bit stressed at the moment, "If you have a qualm, you let me know and I will get to you as soon as I get the chance too..." She let out a sigh, "I am not paid to baby sit you and hold your hand once training ended." The young man seemed a little to intent on the paper and pointed at the sheet that he placed on her desk. She dejectedly leaned over to read the paper, "This had better be good..." As she allowed her eyes to cover it and a smirk came onto her face. "Well, he made the request so it would only be right to walk the individual to see their Requested Office Administrator.

"Wait, I can assign people to the Senior-

"You asked me what do you do with that form, and I told you. Then you question the help that I am trying to provide even thought you bothered me in order to get-" The man made a face that he might start to cry and Zari realized that it would probably be best to pull back a bit before she over plays here hand. "Just take the... " She looked back at the paper before looking at the young man and handing him the form, "Nameless wonder to his requested meeting."

The young man gave a nod as he took the paper and walk away. The moment he was out of ear shot, the neighbor desk spoke up, "You just cost the young man his job." He shook his head as he went back to work ignoring the offended look on Zari's face.

"He should learn some manners when approaching his superiors." All she could do was laugh as she went back into her presentation, "I needed that." The corner of her eye could see the young man making a copy of the document after making some notes on it and sliding one into the drop box for Oriru Ryūka Kushō, a man with urgency for any work that lands in his metaphorical lap.

...

The paper traveled along the room before he made it to a secondary door in the large room which placed him in a corridor that would lean down the hall in either direction with several doors along either side. He focused on the door right across from him and opened it revealing the waiting room through a door on the wall adjacent to the one with the Reception Desk. "S-Sir?" The new worker spoke with hesitation as he saw the only person with something covering their face and obscuring their identity and realized that he may have been assuming a gender and worried about the repercussions but decided to push on. "You can come with me." He would give the individual however much time he needed to gather himself before leading him into the corridor. He would turn left and lead the individual along the path with a beautifully decorated wall with pictures and plaques of achievements. 

Eventually they would arrive at a door labeled:

Priority Meeting Room

Upon opening the door, it would reveal a simple yet elegant room with a table in the middle of the room and two chairs that seemed to radiate comfort on either side of the chair. Against the wall to the right will be a long table with cabinet doors and a few draws. Along the table would be more water as well as other drinks with names that were not immediately recognize but the names identified a value to them ranging from water, juices, and other refreshments of a simple nature. "Go ahead and take a seat, Oriru Ryūka Kushō will be in momentarily." He motioned to the table in the middle of the room and then the door on the other side of the room before closing the door behind him once the individual entered the room. 

The door had only just secured itself before the door across the room opened up to reveal a larger man, more than six feet with his professional attire complementing his traditional uniform; a modification that he made to allow himself to match the standards of the profession, the employment, and his own individuality. "Alright." The man spoke as he held his eyes fixed on the clipboard with several sheets of paper held in his left hand and the pen in his right hand already writing things down. "Go ahead and gather yourself, get something to drink, and then lets process your paperwork as well as validate the claim of promotion in the determined division..." He paused for a moment, "The Fourth Division..." A sigh slid from his lips, "I am both annoyed that Captain Jecht would not submit this himself, but impressed that he pushed for you to deliver the paperwork so quickly after the... upsetting termination of Lieutenant Kimi." Not a second was spent away from the paperwork or the clipboard as he stood on one side of the room. "Due to the unique situation of your promotion, and mind you there were a few others who desired he position for many reasons, you request is more than a claim for the position and thus warrants a follow up to validate." Finally Oriru Ryūka Kushō pulled his eyes from his notes, "Any questions Nameless One?" A name given to honor the request of confidentiallty and taking a mental note of the attempt to obscure his visage.

The Clerk leads Yuroshima to a room proudly displaying the official title of, “Priority Meeting Room” The doors swing open and the soon to be Lieutenant is greeted by yet another quaint and tranquil space to conduct business. The young man motions towards the table which rested in the center of the meeting area, “Go ahead and take a seat, Oriru Ryūka Kushō will be in momentarily.” He says. “Thank you very much.” Yuro replies slightly nodding his head in the direction of the employee who then heads towards the exit of the room. The veiled Shinigami walks over to the refreshments section, which he would likely never pass up again anywhere after today, and fills a paper cup with a deep maroon and healthy looking helping of cranberry juice. Lifting the flap which hung down to about the bottom of the his chest and raising the cup to his lips, he took a few sips of the dry liquid before going to take a seat at the bale.

One door closes and another opens, almost symbolically for the change of mode the Shinigamis life had just gone through in the exchange of doors and people. A professional man with a serious yet comforting air to him enters, his presence is that of a doctor and this put Yuroshima into a sense of calm or ease. "Alright." The man spoke as he looked at the clipboard and began writing things down. "Go ahead and gather yourself, get something to drink, and then lets process your paperwork as well as validate the claim of promotion in the determined division..." He pauses, "The Fourth Division..." A sigh escapes him and to this Yuro tilts his head slightly before the Head of Administration goes to state his disappointment in Captain Jecht for not submitting it himself but his approval of him having the Veiled inductee to position get the paper work in so speedily. “Actually.” Yuroshima states, “I Insisted, this is the biggest thing I’ve done in my life so far and I wanted to see off its final step” he finishes. "Due to the unique situation of your promotion.” Oriru continues, “-and mind you there were a few others who desired he position for many reasons, you request is more than a claim for the position and thus warrants a follow up to validate." Finally Oriru looks up from his notes, "Any questions Nameless One?" He respects the gray eyed Corpsmans request for anonymity. “No sir.” Yuro replies, “Lets do this.”

The individual, deciding to remain within the realm of his anonymity, spoke of the value of being able to handle this process on his own. Oriru was able to respect such a desire, being one that took pride in the process of completing the appropriate paperwork that allows such a place to run as efficiently as his Administration Department as well as the entirety of the Soul Society. There was a moment that he decided to allow his eyes to truly absorb the man that hid behind his mask of choice. “I do find it quite interesting that you have chosen to openly claim a title of leadership all while attempting to maintain a sense of anonymity.” Oriru gave a soft, yet stern, smile based on his remark. “It becomes harder to remain hidden the closer to center stage you approach.”

Oriru brought his eyes back to the paperwork as he settled in the chair closest to him and started filling out some more of the form. “I should let you know that Elevander Jecht, the Captain of the Fourth Division, as you are already aware.” He shrugged at his own statement realizing that this individual would be well acquainted with his direct superior, or soon to be at least. “He is not a fan of doing his job, but he is a phenomenal leader, fighter, and medic. Potential one of the greatest, especially since he is technically the official Kenpachi since he has not lost the title to the current Captain of the Eleventh Division.” Oriru let a chuckle slip from his lips, “Not despite the many requests from the current Kenpachi,” His words emphasized the title, “Demanding that Jecht accept his right to claim the title in battle, even so much so to resort to filing an official claim with us. He just will not accept the fact that Jecht just gave him the title.”

It was at this moment that he realized that he was rambling on a bit and slid the clipboard over towards the Nameless One. “Assuming that you are prepared to take on the role of Vice Captain of the Fourth Division, in order to manage and lead the portion of the Thirteen Court Guard Squad in supporting and tending to the medical needs of all of your comrades.” He placed his pen on the document that simply listed the roles and responsibilities of the Fourth Division Lieutenant. “Understanding that your hours will be spent dealing with the field of injuries as well as the levels of documents involved with said leadership role.” The bottom of the document clearly listed two names on the sheet, Regashi Hokori; Captain of the fifth Division, and Mikoto Shuu, Captain of the Second Division and currently Acting Captain Commander. “With the validation of both of the listed Captains Shuu and Hokori, your claim will be established, and position will be honored.”

Oriru gave him the chance to read over anything that he needed to, “A definite solid step in the career path to becoming captain, Soul King knows that Jecht would rather not be the Captain for much longer if he could avoid it. I know he barely even wants to focus on the Kido Study Sessions that I attempted to organize with him.”

 If the Nameless One decided to sign without question, Oriru would take the paperwork and motion for him to leave so that he could be on his way. “Thank you for your time.”

If the Nameless One decided to pose a question or have a hesitation for signing the forms, Oriru would calmly await an explanation or something. There is little value in time wasted, and that is an expense he would rather not calculate. The clock ticking away slowly as Oriru released a small amount of Reiryoku into what appeared to be a red orb, similar to a Shakkaho, and held it in his hand slowly playing with it.

         Yuroshima listens intently to description of his captain whom he had not yet had the pleasure of being acquainted with before the forms are the handed to him. Upon placement in his hand, the simmering of butterfly like joy begins to bubble up in his stomach, “This was it.” He thought, after this signature his new life as a high ranking official in the 13 Court Guard Squads would ‘really’ begin. Be places the paperwork down on the table in the center of the room. Carefully and slowly, he writes the best possible signature he could muster

            He lets out a sigh and turns back to Oriru, returning the document to his possession the new Lieutenant is about to say something to the Administrations Head ranking official before Oriru himself begins speaking, “Thank you for your time.” He says, motioning towards the door. “Oh yes,” Yuroshima laughs slightly, “Of course.” And then turns to walk towards the exit, “I had better get celebrating anyhow as tomorrow will be filled with much responsibility, do you know where in the districts or In the Seireitei I should go for some quality tea? Perhaps some real drinks as well?” He states with a wink in his voice before continuing “-and food too, I intend to enjoy myself tonight as hard work demands.”

Oriru watched as the Nameless One made his way for the door, thus allowing the Senior Administration Officer to turn back towards his own paperwork for a moment, a sigh sliding from his lips lightly under his breath. Midway through his dreadful contemplation of going to work and dealing with the Administration details, the voice of the Nameless One slid through with an inquiry and one that piqued the interest of Oriru. 

"...do you know where in the districts or in the Seireitei I should go for some quality tea? Perhaps some real drinks as well?"

Had the inflection on the word real not proven to be enough of the desire of the Nameless One, the wink was surely a solid inflection on the statement. It was clear that the Nameless One was ready to take the time to celebrate his new level in responsibility, which Oriru would understand entirely. It was not too long ago that he was placed in a position of power and responsibility, but he was not granted much time to adjust because the demands of Sif Barkuz was truly one of an unreasonable and uncoordinated leader.

Before he would allow himself to dive down the annoying thoughts of his own incompetent Captain, because Oriru is one to respect the chain of command even if he finds reason to disagree with those within the links, he focused towards the Nameless One as he tossed the clipboard back onto the table. "I know this great place, haven't tried it myself, that is supposed to have some excellent tea blends for the casual experience but also has some truly admirable spirits for those who wish to really relax." He dispersed the residual Reiryoku that was in the middle of his fingers and with a smile, "They are not well known, but their cuisines are well crafted enough that nobles take the occasion to appear and dine despite the lack of prestige that it has." He adjusted his coat upon his shoulders, "Saigo no Tokei, located just near the Fifth Division Barracks. If you want, head to the front of the Fifth Division Barrakcs." He grabbed the paperwork from the table, "I have to make sure your paperwork is process properly and expedited so it can be official immediately. Then I can show you the spot for some celebration Lieutenant." He made the point on the title, a light-hearted joke, to point he would be the first one to call him his official new title. Once he would get confirmation, Oriru would step back into the main floor and give the Nameless One the chance to either get prepared or just make his way to the meeting spot.

            Yet another Thursday afternoon and the Lieutenant found himself on the path toward the 1st division again, being more careful of his direction and the time at which he arrived. Equally important matters were afoot and he didn’t want to arrive a heat defeated fool once more. So trek confidentially through the even tempered day he does towards the Office of Administration.

            He reaches the door, the time is 2:23 PM, and enters briskly. He approaches the front desk. “Afternoon.” He says kindly to the desk clerk. “Afternoon Lieutenant.” The clerk replies, not mentioning his remembrance of the Veiled Shinigamis last visit when he had burnt the entirety of his mouth and throat on the tea and coffee water out of respect. He hands Yuroshima the clip board and the Restoration specialist fills out it out at the front desk as he were the only customer visible at current.

Oriru had been spending a considerable amount of time out of the office lately, mostly dedicating his time to expanding his skills as a Soul Reaper as much as an Office Administrator. Part of the requirement for his promotion was to be combat capable, even though his specialty was Administration. That was the price to pay for being a part of a military organization, especially since his service time has not been much of the combat portion. He knew what it would take to increase his Salary and prove that he was capable of more, although his goal was not to actually become part of the constant need for battle.

In either case, he was not in the office for the first part of the day as the end of the week was the time that he spent with a few select individuals to train. So when the Lobby Ambassador received the clipboard with the request to speak with the Senior Administration Officer, there was a moment when he considered speaking up to advise speaking with another individual who was certainly available. He decided against this action since it was a Lieutenant making the request.

So he took the time to head into the back once more and placed the paperwork to be processed. The first to accept the form was the recently appointed Office Manager, Zari, who picked up the sheet and smiled. "Kusho!" She shouted into the office, causing a few people to jump a little from the sudden burst. Slowly Oriru came from his office with a look of annoyance, "You got a visitor." She said with a smirk as she waved the paper in the air. "Lieutenant Redacted."

Oriru made his way across the room towards Zari and took the form from her, "Yeah, I got it." She prepared to head back to her desk, "You mind escorting him to the room?" Her general demeanor made her a little obnoxious so he found giving her menial tasks in return was an appropriate response. He walked away from her as she begrudgingly made her way into the lobby from the secondary entrance away from the Lobby Ambassador door.  

"Redacted." She said with a snap in her voice. "Let's go." It was clear that she did not like dealing with people, mainly because her customer service was the least favorite and least refined skill of hers. As she turned to walk away down the hall, not holding the door for him as he got close assuming that he would be able to catch the door himself before it closes, "Hurry... Please." She strained between her teeth as she walked down the hallway toward a familiar door:

"There ya go." With that, she turned around and walked away without another word or even caring about the Lieutenant's existence.

Upon entering the room, Oriru would be seen at the table working on some other paperwork potentially, or simply going over some other notes of some kind. He would be focused on the notes as the door opened motioning towards the wall once more lined with drinks and snacks, "Take some then take a seat." He would wait for the Nameless One to take a seat before speaking again and pulling away from his notes, "What can I do for you?" He addressed with a very soft smile, the gentle customer service revealed while keeping that stern presence of his position.

            "Don't mind if I do." The Lieutenant replies with a wink in his voice as he walks over to the drink station and pours a small paper cup full of cranberry juice. Oriru sits at his table, going over paperwork or notes or something, "What can I do for you?" The Admin asks in a friendly manner. Yuroshima sits across from him and exposes the black binder he had brought with him. "I wanted to entrust you with giving me some information and performing this task for me as I'm not all too sure how this works yet as far as systems of the Sereitei go, I may be Lieutenant but I still haven't lived here very long yet." He places the black binder down on the table and slides it over to the current 20th seat. "In this binder are a list of proposals I would like approved by central 46 or the captain commander or whoever. The proposals..for now.. are a new training program I would like to implement myself into the Restoration Corps, a restructuring order for the Restoration Corps so I may reorganize it a little and lastly, I would like to launch a program for medical units to be dispatched to certain areas and shifts in rukognai so we can start getting those people proper care again and begin repairing our relationship with them districts." He finishes.

Oriru sat there, listening, providing his undivided attention to the Nameless One as a sign of respect and professionalism. His initial statements seemed to reveal the level of uncertainty on how to go about the process but at least provided an insight into the amount of passion that he had for the project as a whole. His eyes looked down at the binder which seemed to hold the full ideas for the new programs that the Nameless One would have liked to implement. "Well, I do say that you have decided to take quite the mission on for yourself in order to make a paradigm shift, and to also attempt to increase Rukongai relations." Oriru sat there for a moment, allowing the thoughts to mull over for the both of them before continuing. "I can tell you this, in order to implement a new training program for any division requires the approval from the current or acting Captain which, in your case, would be Elevander Jecht. There is little that I can do without a letter of approval, or at least a signature on the proposal, before I can even look at it." He let a moment pass to allow that fact to settle before moving on, "As for the desire to dispatch remote medical placements, that is something that simply needs the approval and execution of at least the Lieutenant," Oriru gave a smirk, "Which means that can be worked with, but would be best when coordinated with the Seventh Division as they have a strong presence in the Rukongai at the moment."

"Indeed, its about I met with the Captain anyhow." Yuroshima replies. "I'm sure I can get his signature on my proposal, so I'll take that and come back with it later." The Veiled Shinigami states. "I assume the proposal of reorganization would then also require the signature of Captain Jecht as well?" he asks. "So then as far as the deployment of medical teams, what happens next with that seeing as I am of the qualification? Cause there is some organization to it you know, it'll be handled as shifts almost. I would like to contact the 7th division if they have a healthy presence in Rukognai as escorts, I could go there myself and set that up or if you feel you should handle it that's fine too." He pauses a moment, "I'll probably go on the first few missions out into Rukognai with a trail test group... and well , I don't want to ramble." He says politely before sipping the last of his cranberry juice down.

"You would have the correct assumption, since a reorganization will alter the current path and direction of a Division it would require Captain Jecht to approve. Aside from that, it may take sometime to allow that process to be considered since the Fourth Division is a key component in regards to the Restoration Corps and therefore has a more strict design as opposed to other divisions that focus on intelligence gathering, research and development, or reinforcement." It was clear that Oriru was not a fan of putting up so many barriers to the current plan set by his friend, but the truth was simply put that a Military Organization must have a clear line of order to follow proper procedures. At least when it came to the Thirteen Court Guard Squads at least. "As for your plan for the Rukongai Relief, that one can be done in a way the requires the least amount of..." He took a moment to find the right word, maintaining his clear open honesty as his position, "Red tape. If you gather a few members of your team who are not currently considered active in the Infirmary, on the Field, or in a Supplementary role at the moment, then you can technically bring them with you to the Rukongai and then run a few trials of your plan." Oriru gave a smile, "Document everything that works, fix what doesn't, and then you can bring a practical proposal that already has proven to be effective. It becomes harder to dispute something that has valid evidence of its potential when escalated to a larger scale operation." There was a lot of information to take in for the Nameless One, but it paints a pretty clear picture of how the best way to make this work and avoid the unnecessary amount of paperwork and waiting period which can take months, if not years.
